Before meets after
Govmaxxing helps public institutions ship modern software, automate broken workflows, and turn ambitious mandates into working systems.
The Problem
Modernization is not just a technology problem.
Institutions do not struggle because they lack ideas. They already have plans, mandates, funding, committed public servants, and increasingly, access to AI capable of generating software.
Where external partnerships break down
Most vendors are paid to keep the contract alive, not leave the institution stronger.
Partners are often optimized for
The result is modernization that moves too slowly, costs too much, fails to gain adoption, or never fully delivers on its promise.
What We Do
Small teams. Shared ownership. Delivering outcomes.
Govmaxxing closes the execution gap with elite operators who combine leadership, engineering, product thinking, institutional fluency, and AI into one accountable team that stays responsible for the outcome.
Understand the institution deeply
Build production-grade systems
Align leadership, users, policy, and engineering
Use AI to amplify expert workflows with auditability and trust
Train internal teams to operate and extend the system
Deliver aggressive milestones in weeks, not years

Operating Model
Operators, not vendors.
Our teams own discovery, strategy, engineering, adoption, stakeholder alignment, launch, and transition. They own the outcome beside career staff, bringing the urgency, judgment, and persistence required to make it real.
Discover in weeks
Direct user observation, workflow mapping, and stakeholder alignment start immediately.
Ship visible value
Small teams build the first useful releases fast, then tighten the loop with real users.
Run production-grade
Documentation, observability, CI/CD, feature flags, and security are present from day one.
Leave strength behind
Career staff become co-owners, with training and transition plans built into the work.
Proof
Proof, not promises.
The Govmaxxing operating model was built from production experience inside one of the most complex institutions in the U.S. government.
Case Study
A year embedded. What decades of attempts could not deliver.
Our founder spent the past year embedded full-time inside the federal government, leading the modernization of the retirement system at the U.S. Office of Personnel Management. After three prior failures and $130M spent, the challenge was not inventing impossible technology. It was execution: aligning people, rebuilding workflows, and getting systems into production. He delivered the turnaround in a year.
Rather than delivering recommendations from the outside, he worked directly with the people responsible for the mission to rebuild critical workflows, modernize the software platform, and ship production systems used by federal employees.

Why Govmaxxing
Built for the messy middle.
We deliver faster execution, tighter partnership, and more bang for your buck.
Instead
Small elite teams earn trust by shipping.
We combine world-class Silicon Valley execution with institutional fluency: fast feedback loops, direct user contact, production-grade engineering, and leadership visibility every week.
AI-Native, Institution-Safe
AI should meet the institution where it is ready to move.
Some teams need AI that supercharges their experts: faster engineering, analysis, documentation, and operations. Others are ready to push further, using frontier techniques to automate entire workflows with the right controls in place.
We calibrate the ambition to each client's comfort, risk posture, and operating reality. Client data stays in the client environment, and every workflow is designed for clear ownership, auditability, security, and confidence from users, leadership, policy, and security teams.
